I agree!
I can see spark plug cables. Looks like the rear wheel has a direct drive to the engine.

^That's a Vespa or Lambretta (hub at least...) :D
Lambretta makes more sense as they had a spine frame which lends itself to the mods on the bike. Vespas have a monocoque frame...so unless this guy made his own frame, it should be a Lamby :D
